Nigeria advances rural roads, jobs and agricultural markets through RAAMP

ABUJA, Nigeria – Nigeria is accelerating efforts to improve rural connectivity, expand agricultural market access, and create sustainable employment through the Rural Access and Agricultural Marketing Project (RAAMP). The project, implemented by the Federal Ministry of Agriculture and Food Security across 19 states and financed by the World Bank (WB) and the French Development Agency (AFD), is adapting proven lessons from India's successful rural roads programme.

With technical and logistical support from the International Labour Organization (ILO), a high-level Nigerian government delegation led by Senator Dr. Aliyu Sabi Abdullahi, CON, Minister of State for Agriculture and Food Security, undertook a study visit to India. During the mission, the delegation explored innovative approaches to rural road construction and maintenance, sustainable financing, agro-logistics, market infrastructure, and digital road asset management. The delegation also identified practical and scalable solutions that Nigeria can adapt and replicate to strengthen rural infrastructure, improve agricultural competitiveness, and support inclusive economic growth.

Members of the Nigerian delegation meet with Indian government counterparts in New Delhi during a study visit focused on sharing experience in rural road development, maintenance, sustainable financing and agricultural market connectivity.

The knowledge exchange directly supports RAAMP's goal of improving rural access and agricultural market connectivity across 19 states. By strengthening the institutions, financing mechanisms, and management systems responsible for rural roads, the project seeks to ensure that infrastructure investments deliver lasting economic and social benefits.

Reliable all-season roads play a critical role in transforming rural economies. They enable farmers to transport produce efficiently, reduce travel time and transport costs, increase access to markets, and connect communities to schools, healthcare facilities, financial services, and employment opportunities. Improved rural roads also help reduce post-harvest losses and increase farm incomes by allowing producers to reach buyers more quickly and at lower cost.

During field visits in Delhi and Uttar Pradesh, the Nigerian delegation observed how strategic road investments supported commercial vegetable production, fish farming, pearl cultivation, agricultural cooperatives, and rural enterprises. These experiences demonstrated that road infrastructure generates the greatest impact when governments integrate it with agricultural production, market facilities, processing centres, and value chain development.

The delegation also examined how India's integrated approach links roads with aggregation centres, storage facilities, processing hubs, and organized farmer groups. Such investments help farmers secure better prices for their products while strengthening food distribution networks. For Nigeria, adopting similar approaches can boost agricultural productivity, enhance food security, improve rural incomes, and stimulate economic activity across farming communities.

One of the most important lessons from the visit was the need to prioritize road maintenance alongside new construction. India sustains its rural road network through predictable financing mechanisms, clear institutional responsibilities, and maintenance requirements embedded in road contracts. Nigeria is already advancing similar reforms by strengthening State Road Funds and Rural Access Road Agencies to guarantee that rural roads remain serviceable throughout their lifespan.

Employment creation remains a central component of the partnership between ILO and RAAMP. Through ILO technical assistance, RAAMP is supporting 2,400 kilometres of routine road maintenance and 1,200 kilometres of spot improvement works across 12 states. Using local resource-based methods, the programme aims to generate approximately 1.5 million workdays of decent paid employment, with 33 per cent targeted at women and seven per cent reserved for persons with disabilities. These investments will create jobs, develop local skills, strengthen community ownership, and stimulate local economies.

Digital innovation also emerged as a key area for future cooperation. The delegation reviewed India's geo-referenced road inventory systems, online quality assurance platforms, and citizen feedback mechanisms. These experiences will help strengthen the Nigeria Rural Transport Infrastructure Management System (NiRTIMS), enabling more effective infrastructure planning, monitoring, and maintenance.

Following the mission, RAAMP will develop an implementation roadmap to adapt relevant practices in maintenance contracting, quality assurance, sustainable financing, and road asset management. The project will also deepen collaboration in agro-logistics, rural transport, agricultural research, and digitalization.

By combining durable rural infrastructure with efficient market access, sustainable maintenance systems, digital innovation, and decent employment opportunities, RAAMP can transform rural roads into powerful engines of economic development. The initiative has the potential to increase agricultural productivity, raise household incomes, strengthen food systems, reduce rural poverty, and build more resilient communities across Nigeria, ensuring that the benefits of infrastructure investment extend far beyond the roads themselves.
